Flexible, décentralisé, en évolution constante, le réseau est semblable au mode de fonctionnement de l’internetL’approche de la co-régulation
Par définition de nature internationale, internet est un espace complexe, ouvert à des acteurs d’une grande diversité : états, sociétés et société civile. Son évolution semble souvent peu prévisible, au fil des évolutions téchnologiques et des changements des habitudes. Il est devenu nécessaire de réfléchir à une nouvelle façon de créer des règles dans cet univers en mutation.
